Consortium for Educational Communication (CEC) is an Inter University Centre, established by University Grants Commission, on 26th May 1993, under section 12 (ccc) of its act of 1956. CEC is registered as a society and enjoys Central University Status. CEC is a nodal agency at national level, to address the educational needs of the country through the use of various modes of communication. CEC has been working for the development of educational communication in higher education. CEC co-ordinates with the media centres. The centres are engaged in production of video and multimedia based programmes. CEC and the media centres have more than 500-trained manpower and State of the Art equipment. CEC has perhaps the largest repository of educational video programmes, numbering more than 16,000 in 49 subjects and undergraduate video course material in 11 subjects. CEC has the copyright for all these programmes. At present, about 1000 video based educational programmes are produced annually.

In order to achieve the Gross Enrollment Ratio (GER) of 10 - 15% in tertiary level education during 11th plan period, CEC has initiated the following new areas of electronic communication of knowledge and information.
1. e-content development
2. Learning Object Repository (LOR)
3. Video on Demand (VOD)
4. Digital Video Repository (DVR)
5. Capacity building in e-content development
6. Electronic access to library network through search engine
7. Establishing technology incubation cell

It has been changed into UGC-CEC 24 hours higher education channel in digital video format. The channel can be received throughout the country on the following specifications.

INSAT 3C, 74 °East, C-12 Transponder, C Band, Downlink Frequency-4165 MHz, Linear horizontal Polarization, Digital Receiver, GD4, Symbol Rate - 26000 SPS, FEC (Forward Error Correction)- %. Now, with the help of ERNET network, Vyas higher education channel can be viewed on CEC website (www.cec-ugc.org). This channel provides one-way communication.

CEC Higher Education on DTH Platform With effect from March 9, 2009, CEC higher education channel "VYAS" has been put on DD Plus, a DTH Platform of Prasar Bharti and is available through INSAT-4B, 93.5 °E, Downlink Frequency -10990 MHz, Symbol Rate - 27500, Vertical Polarization, Transponder 3, Stream 1, BER (Bit Error RateUXe"8, C/N (Carrier to Noise ratio)-5.6 db.

Anna University is the first University to take up the idea of India's University Grants Commission (UGC) to start MSc (Electronic Media) Programmes. It offers a five-year integrated MSc programme and a two-year MSc programme in Electronic Media.
